Our Mission: Louth LEADER Partnership will promote, assist and engage in social development and enterprise development to facilitate rural and urban regeneration and community development designed to benefit and promote the welfare of local communities to deal with the causes and consequences of social and economic disadvantage or poverty

Louth LEADER Partnership is a local development company delivering a range of social inclusion, rural, employment and early year’s services. We are primarily funded by government agencies/Louth Local and Community Development Committee through contracts for services. We deliver eight funded programmes and employ 90 staff. We are currently preparing to expand our services. We are seeking an experienced Human Resource Manager who will be the lead on supporting the Board and CEO in setting and maintaining excellent standards in managing our most important asset our staff teams.

Role Description


Role Purpose – the HR Manager will take ownership of all HR matters across the company from recruitment to performance reviews, disciplinary action, and learning and development. They will work closely with the Chief Executive to build the HR corporate function within the company. To perform well in this role you should have experience as an HR manager, or other senior roles in the HR team, and knowledge around all legal requirements in this role. The HR manager will be a member of the Senior Leadership Team. Louth LEADER Partnership is a member of IBEC.

Core functions
Key Areas ·        Support the recruiting and selection staff by preparing job descriptions and job adverts

·        Develop competency based interviewing processe

·        Advising on pay and other issues, including promotion and benefits; and maintain staff records

·        Interpreting and advising on employment legislation; develop and implement policies on a variety of workplace issues e.g. disciplinary procedures, absence management, working conditions, performance management and equal opportunities

·        Listening to grievances and implementing disciplinary procedures

·        Analysing training needs in conjunction with line managers; planning and delivering training, including staff inductions.

·        Ensure all aspects of HR practices within Louth LEADER Partnership  are fully compliant with regulatory requirements

·        Manage the performance and accountability relationships within the organization, in conjunction with the Senior Leadership Team.

Ensure the provision of best HR practice within LLP ·        Ensure that LLP  practices meet its statutory obligations and reflect best HR Practice

·        Develop our HR strategy

·        Review and update of the current Staff Handbook and related policies.

·        Lead in identifying improvements and initiatives to the HR Function and identify personal development opportunities required for the communities on an ongoing basis.

·        Participate in the development, implementation and monitoring of the Organisational Statement of Strategy and associated policies

·        Work closely with the other members of the Senior Leadership Team to ensure the consistent delivery of an efficient HR service within the Organisation and work to increase the organisation’s overall effectiveness.

·        Provide effective leadership on employee relation matters and foster productive and effective relationships with staff and their representative bodies and preparation of documentation/submission with regards to IR issues.

·        Represent the organisation at Third Party fora.

·        Ensure the provision of professional support, leadership and advice to line managers in relation to HR best practice including Employment Law, HR Policies & Procedures and staff relations


Talent Acquisition/Workforce Planning and Management ·        Assume oversight and responsibility for the Recruitment Strategy and workforce planning to ensure that it is innovative, creative and contemporary and is responsive to LLP’s  changing needs.

·        Ensure all staff have a level of understanding and training required to work in their area of operation, e.g. safeguarding, challenging behaviour, manual handling, welbeing etc.

·        Ensure that programme managers  engaged in recruiting are mindful of best practices

·        Identify and implement organisational development initiatives and structures which support leadership development, innovation, flexibility and high performance.

·        Demonstrate excellent influencing and negotiation skills and manage conflict in a diplomatic but appropriately assertive manner.

·        Negotiating and liaising with staff representatives and IBEC

Management of Staff Records, Information Technology and Data Protection ·        Oversight and responsibility for ensuring the highest standard of data integrity within the HR Management information systems and full compliance with all relevant legislation including Data Protection.

·        Ensure the maintenance of accurate staff records and related information and responsibility for the workforce information.

·        Ensure compliance with the obligations required by the Data Protection Act 1998 and 2003, and GDPR requirements

·        Collect, interpret and present data and information on activities, staffing and expenditure, as required

·        Supporting the Board in its compliance requirements with the Charity Regulator Governance Code and any quality assurance processes within the organisation

Health & Safety ·        Ensures full compliance of all staff with the Safety, Health and Welfare at Work Acts

·        Complies and enacts Health and Safety responsibilities as outlined in the Organisational policies, protocols and procedures relevant to your function.


Skills and Attributes Essential
  • Degree in Human Resources or related field
  • Must be CIPD qualified
  • Minimum 5 years’ post graduate experience in similar role
  • Ability to build and manage relationships at all levels of the organisation
  • Experience with Human Resources metrics
  • In-depth knowledge of employment law
  • Knowledge of HR systems
  • Excellent communications and leadership skills
  • Strong influencing and negotiating skills
  • People oriented and results driven

Terms ·        This post is offered on a five-day week basis, its continuance is subject to funding from our funders.

·        Location of the post holder will be in LLP’s offices Park Street, Dundalk, and will be required to attend meetings across our office network. We reserve the right to relocate to any of our offices with due notice.
